What Etna has written makes sense.
Just one observation: breast tissue is permanent, fat isn't. Breasts are made of tissue and fat; you can imagine the tissue as a Christmas tree where blobs of fat are hanging from the branches. You can take the fat away but the branches will remain albeit visibly smaller.
If you are budding or you have budded, that's when actual breast tissue starts appearing. You will not get rid of it, but it will proceed and merge with the flesh on your chest and, at the beginning, will give almost no shape at all. You may end up with more sensitive nipples on a seemingly man's chest.
The catch in all of the above is that, if breast tissue actually grew, if you gain weight, if you eat estrogenic food, or with old age when Testosterone naturally lowers in a male body, your breasts may re-inflate as the fat will attach itself to the breast tissue. You will NOT grow a D cup overnight, and most probably you'll never pass the point of full chest wall feminization (they are unlikely to look like womanly boobs) but they may indeed come back at some point. Eating estrogenic food may also add to the breast tissue once you bud, but this process is so slow that can usually be ignored.
