Hi D,
Probably hasn't affected you yet... I've been on a high dose for about 9 months, and only just noticed it.
It appears immediately below the scrotum. If it all looks normal there with a mirror, you don't have it.

My guess is that this is probably something that is likely to be more frequent now that there are more options open to GDs who choose not to transition but just want to get rid of the depression/etc. In the old days, the only way to get hormones was to embark on the road to SRS/GRS - which meant that this "anomaly" got cut away.
Also, it think it might be possible that the darkening effect is particular to PM. The blog post that I referenced refers only to an outline, mostly like a 'dotted' outline, but this was by someone on prescribed hormones.
Mine on the other hand is, more like the real thing, surrounded by much darker skin, with a very light inner part.
It's weird, it's spooky, but it is fascinating.

I must say that I was particularly intrigue and a little bit worried by your post Bryony, so I did a search on the subject. I found a research paper that might give you a lead on what is happening to you. It's about a birth defect called hypospadias. I'm not saying this is your case, but there are similarities. Some of the drawings resembles what you describes and according to the paper the possible causes might be related to phyto-estrogens and anti-androgenic substances.

I hope this will help you shed some light on what is happening to you.
PS my English is quite limited but I'm working real hard on it, so please bare with me.
