not sure why you'd want moobs, but a VERY low estrogen, as Janet suggested (red clover), plus a higher glycemic index diet (I.E., more carbs), will do it.
If you make the red clover a part of shakes or tea as a ritual with meals, you might make out well.
Or, White Peony might do it, as a tea. Just to increase the E to T ratio.
Are you particularly jacked and cut now? That would make things much harder. (Fat tends to go where we don't want it.... Like belly, if you want moobs. Or butt. Or triceps. just not where you WANT it. ;-) )
