I am also concerned with my face... I've been trying to find some information about the issue of facial feminization and I've found some possible options. I'll try to list what kind of information I've found and my limited experiences (if there are any...).
I've been using PM for certain time and I've tried to utilize some strategies to feminize my face. I think I have some positive results, my face has definitely changed. It is hard to describe, but even my girlfriend recently commented that I have softer facial features and that I begin to "look like a woman". However, I am not able to tell which of factors contributed mostly to those changes.
So, now the list:
As Jannet already mentioned, according to some information, ESTROGENIC SUBSTANCES including phytoestrogens can lead to some facial feminization, maybe due to fat redistribution. I believe it has been discussed in another thread. I'll just add that apart from PM capsules I regularly use PM cream to skin around my eyes and eyebrows.
I've found that FACIAL EXPRESIONS are quite important in overall presentation. With certain expressions my face instantly looks more feminine. Is it possible that by using certain facial expressions for longer time, face will slowly change by exercising specific muscle groups? Is it possible to deliberately train your face? Well, I don't have solid proof, but I think it is possible: For several years I've been having a bad habit of lifting only right eyebrow when making "astonished" expression and interestingly, my red eyebrow is positioned higher then my left one and is more arched. I suspect that by lifting just one eyebrow I strengthen specific muscle groups. It brings me to another idea:
FACIAL EXERCISES. There are several exercise systems claiming to have potential to slightly change one's face by training. I've tried only few exercises and I am not able to tell if they are effective. One has to be really diligent in training and it apparently takes a lot of time. Just google "facial yoga" or "facial muscle exercise".
My girlfriend thinks that one of the most important factors that changed my face was SKINCARE ROUTINE. It made my skin much softer and brighter. I basically follow this guide:

EYEBROWS - Having nicely arched eyebrows is quite important for feminine face. I try to keep my eyebrows plucked and shaped. But I think you're doing it as well...
EYELASHES - long eyelashes can enhance feminine look. There are several products that are supposed to cause eyelash growth. I haven't tried them yet... If you want to try something more "natural", application of castor oil can supposedly lead to similar results as other more costly products. Just be careful and do not let it into your eyes...
FACIAL HAIR or rather lack of it is one of the most important factors. Facial hair clearly have no place on face of a beautiful female. I am still trying to find a courage to have my scarce facial hair lasered out... My girlfriend is not against the idea so only thing holding me back is myself...
Well, and the last, and not permanent, thing to feminize your face is MAKE-UP. But telling it to someone as proficient in make-up as you, is waste of time
