This was a point raised on another thread as a question but have seen it asked before, so think it’s a very important question that needs answering and deserves a thread.

My view is that it does grow breast tissue as on my last stint I had lots of fibrous strands running around the side of breasts and into middle , like a dense core. That was most certainly tissue and not fat and when the fat went, that little shape stayed put.
Input please we need to know

The "dense fibers" as you put it, especially running into the middle sounds like the growth of the lactifetous ducts ( milk glands). So yes. It does not to say that it will for all. The ductwork is there already, in both men and women, just in some, mostly males, it is never fully developed. Not to say that it does not increase adipose fat in breasts too, because it does. PM id considered a phyto estrogen, myristol and dexy myristol being the antagonist for growth.
Factors such as genetics ( how large is your closest female relative, mom,sister. You can expect up to one size less), dietary (cars run on fuel, we run on vitamins and minerals), environment as well as amount of sleep we get, all play a part.
But yes, all research i have read points to growth.
A girl in puberty develops the ' buds' as you have, before the adipose fat is deposited.
