A good test to try is to get a bra in the size that fits him comfortably and what he wants and expects to have in breasts. Fill it with a good set of silicone inserts. Then wear it every day ALL DAY. Yes, he can grow breasts. But what program will do that for him is not so easy to answer. Everyone is different and responds to NBE in their own way. He will have to try the various methods till he finds one that works for him. He may be lucky and hit it on the first try. I personally have had good results on PM and BO, but thats me. Try what sounds good to him and see what results. Remember, this takes time. Don't expect something to produce big breasts overnight. It could take 6 months to a year or more to get a good result so be patient. Now, feminization will affect the boy bits. Shrinkage can and probably will occur. To what extent is hard to say. But the libido will be affected also. It will take longer to get hard and to get off, more like a female response than a male.
I would stay away from the products you mentioned. Yes, they have estrogen but low dosage. They really don't have what he needs.
