Yes I thought it sounded weird because when Bica is prescribed for men, its usually older men as is the case with most T blockers used for feminising HRT to keep T levels at bay. Just stood out, I think I know which study/article you're probably referring to as there has been a study on yojng trans women who got Bica as their sole puberty blocker before full conventional HRT and the results were very positive as they had berast development and full body feminisation from nothing but Bica on its own.
It is known to cause faster/mor pronounced feminising changes also in older trans women and the way it functions may aid breast development on its own. I'm on it, I switched from Cyproterone Acetate eleven months ago, I've been on 25mg twice per week which is perfect. And the effects are exactly as described, my breast developmenthas been probably also aided by using Bica as my T blocker. Its only possible problem is that its stressful to liver, but in such tiny doses the risk is likely almost non existent. Note that in high doses on older men when used as prostate cancer treatment, it has caused cases of liver failure, but this is unlikly on younger healthy person taking smallest viable dose for T blocking.
Its very interesting option on aiding NBE and or HRT programs and its also cheap. Well worth a discussion.
