The way you're describing your situation sounds like you're in Tanner stage two most likely? Typically Stage two doesn't last very long, the development might not be symmetrical and it happens gradually in stages, mine do that still to this day that one side is leading and then at some point the other catches up. It was especially obvious in the beginning stages when evern the smallest development jumps out easily.
Perhaps wait some more? How long have you been on HRT by now? I'm all for starting prog and topicals early although you'll see the greatest benefits later once you develop into T4 stage.
I don't know if there is optimal timing for these things, I started out all additional stuff the day I got them. With prog there's two schools of thought, others say wait long enough first and some start early. I started early and it felt it was only beneficial to do so. At least it didn't harm anything.
