Yes I think its totally fine. Might taste funny though. 
Perhaps mixed with something else to make it nicer would work? Liquid extract supplements are very much the same as capsules, should be zero problem taking them orally. That RC extract is meant to be taken like that anyway, but apparently topical application is a thing with it. I suspect the effect would be similar but not concentrated on breasts alone of course.
