Switching to BO after budding

Personally I would suggest you stick with PM until budding is done. The last thing you want to do is to stop it and leave it incomplete as this could slow growth later on. If you are budding, then PM is working for you and there is no reason to change now.
Once your breasts have stopped changing (no more nodules behind your areolas and no more pain) then you can reconsider your program and start a different type of estrogen. I wouldn't say that you need a reset period between PM and BO and, actually, if you are happy with how your body is feeling right now (libido etc...) I would avoid taking a break.
In short, don't fix what is not broken. If your current phytoestrogen levels are working for you, don't modify what you are doing.
