I think your wife likes the idea of your breasts getting bigger and more feminine. 
She is hiding that from you, and you are hiding it from her. 
That's okay. This can be a fun little dance between the two of you. 

If I were you, I would get back on a regimen and push it.
If she sees some growth, she will likely recommend a bra on her own. 
She will recommend it as a "logical' thing to do but deep down, she craves it.
She just does not want to admit it. Let it simmer!
