Breast growth can continue for up to 10 years. The trans subs on Reddit are full of examples of people who claim to have ongoing breast growth a decade after starting HRT. It's not steady growth. It's a lot of growth spurts along with periods of little or no growth.
If you mostly just want breast growth, you will inevitably have to accept that there will be other changes to your body while on HRT. But most of the changes, such as fat redistribution, muscle loss, and body hair changes, will reverse once you stop taking estrogen. Breasts will be permanent.
Monotherapy without AAs is a commonly prescribed form of HRT therapy if you don't want the risk or side effects of taking AAs. It's not unusual at all. Higher doses of estrogen will suppress T for most people.
