I think this is such a poisoning which could happen in principle with any foodstuff in any country. Rare, but sometimes very dangerous. The exact reason for poisoning seems to be still unclear ("The exact cause of the deaths is still under investigation", says the news article).
I wouldn't draw too many conclusions this or that way based on so limited information. However, the risk of something like this is always present, and can be reduced (but never zeroed out) by rigorous quality controls. You can get poisoned by a supplement or even food from a reputable grocery store.
This producer might have a need to quality control improvements - the final report will tell if it is so, or if this was sabotage or a freak accident.
