I have no revelations, only thoughts: The extracts are not all created equal. From my little faded memory, I have seen some research which concludes that the estrogenic stuff in PM is alcohol-soluble, and in water extraction you get mainly polysaccharides, which aren't estrogenic - however, many of them seem to be anticancer-agents.
Therefore PM extracts without knowing how they are extracted and which fraction is used in the pill/capsule can be very different. (And, as everybody nows, water is cheaper than alcohol. Therefore extracting with water usually is cheaper).
A short version: For NBE use, I'm skeptical. They aren't very likely 10 x more powerful than plain and pure PM.
