I'm sorry if this is a silly question, but I've really been wondering: What is the Cellar in the Personal Programs section? It's completely empty.

So I guess this cellar thing is a restricted area? I was directed to read the forum rules for more info, but I'm not sure where the rules are. Could someone please direct me to them?

Sometimes people request that something be taken off the forum. When that happens the removed items are put in the cellar, sometimes temporarily sometimes permanently. If it's permanent they will eventually be deleted.

No, unfortunately if you delete something yourself it can't be retrieved.
