There is an erect penis in Pasolini's Decameron.
Gaspar Noé's LOVE opens with one being stroked in a fully nude scene of mutual masturbation. It's quite a nice scene...and surprised to see it on Netflix.

The thread topic was "Are there any movies that show male full frontal nudity, but don't show naked women". So if your comments aren't even intended to be on topic, why are you commenting?
This article suggests that such bias made it into the MPAA rating system (even more so) after parents complained to the board about the content in Sacha Baron Cohen's Brüno - so now they'll specifically flag whether you're going to be exposed to penises -

Watchmen shows Dr. Manhattan in memorable, full-frontal, albeit blue, glory. I don't remember any female nudity.
