I can understand the policy to the extent that the photo should not attempt to hide the person's facial identity. I know that one cannot wear sunglasses or a hat when getting an ID photo taken in my state. On the other hand, I may have a full beard, long hair, or wear a toupee without objection. I don't think putting on eye makeup and lipstick 'hides' one's facial appearance enough to justify forcing him to remove it. Besides, do they force a girl to put ON makeup for a photo shoot? I very much doubt that. This is all a part of the binary gender mindset in our culture that seems to persist despite liberalization in other areas. Makes me want to start wearing makeup 24/7 in sympathy with the kid. Cool

I don't think the policy is justified. If the ID is intended to provide evidence that the bearer is who they claim to be then, of course he should present himself as he does in day to day life. The DMV bureaucrats with needless prejudice and poor judgement.

The young person, however, showed great maturity and composure by comparison.

And wow he was CUTE with his makeup on...although clearly recognizable without it.
When I got my passport last year I dimly remember reading a section that discussed transitioning transsexuals. I think the rules were that until you got SRS, you had to put your sex as your birth sex. Once you got SRS, you had to update your passport to reflect being post-op. I don't recall anything about having to appear as a "male" or "female" when you get photographed. It seemed like the rules were more focused on ensuring your picture met certain quality and size standards than anything else. I actually got my picture taken at Walgreens. Maybe the rules for getting a driver's license photo is more stringent than for a passport photo? If anything, I think he should have got his picture taken with makeup on so that it'll be easier for others to recognize him! Maybe the officials just refused to believe he wore makeup everyday? Huh
Reminds me of what one Post-Op I knew online in the UK went through.

The local DVLA where she lived was Prejudiced to the Nth Degree and told her that she had to provide multiple proofs of Identity and present as male for renewing her license which would only recognize her birth gender.
(Basically Throwing all of the Bureaucratic Red Tape Imaginable at her)

FYI, in my experience "Liberalized Areas" mean absolutely squat to prejudice problems, I've personally seen areas that were Liberal to an absurd extreme, yet still so heavily Prejudiced against one group or another (Openly, and very Public & Vocal) that it would make you physically sick.
Well, to me it is no different than carrying a bag. I they are going to make him take off makeup, then every single woman should be forced to take hers off too. Anything else is a double standard and blatantly unconstitutional. Imo. Lol

I fail to see the point of him taking off his make-up for the picture!! does this now mean that every time a cop stops him and asks for his ID, he has to take off his make-up so he looks like the person in the picture??
I also agree with the others that if HE is forced to take off his make-up, so should every other woman!! If for NO other reason than to DEFEAT the police at their own request!! There are a LOT of women tooling around that don't look like their made-up selves, so, if THEY are stopped, it'll only confuse the cops because they might not be able to discern that the person in the picture is the person under their nose!!
"Yes, officer, that's me!"
"It doesn't LOOK like you!"
"That's because I was forced to not wear make-up when the picture was taken."

Also, what would be the difference if he was stopped, ID'd and they saw that he was either wearing false breasts, like mine, or that he actually had grown his own REAL breasts? His ID says male, but he's got tits and LOOKS like a girl!! What do they do, MAKE him take (or cut) them off??
